How are the gas and electricity industries regulated?
According to the Department for Trade and Industry's paper on utility regulation, the duty of electricity
regulators is to protect the interests of consumers, regulate competition between providers, and monitor social and environmental issues within the industry.
The main principle behind utility regulation is to put the consumer first: this involves promoting healthy
competition between providers to ensure fair prices, and also protecting consumers when things go wrong. This
is all achieved by providing incentives for the providers to perform well; and, where necessary, administering
discipline to ensure that the rights of consumers are upheld satisfactorily.
The electricity industry in Malaysia is based around one key company:
Tenaga Nasional Berhad (TNB)
Tenaga Nasional Berhad (TNB) is the largest electricity utility company in Malaysia and also the largest power
company in Southeast Asia with RM65 billion worth of assets serving over six million customers throughout
Peninsular Malaysia and the eastern state of Sabah. TNB's core activities are in the generation, transmission
and distribution of electricity. TNB is ranked 10th in FTSE/Asean 40 Index, with market capitalisation of
RM41.5 billion.
Globally and regionally, TNB enjoys a reputation for outstanding performance. TNB is the only Malaysian energy
company to rank among the top 50 energy companies in Asia in 2006, based on the prestigious Platts’ survey of
the top 250 Global Energy Companies. Internationally, Platts ranks TNB at 168th among the top 250 Global Energy Companies.
TNB was formed in 1990 by the Electricity Supply Successor Company Act 1990, as the successor of the National
Electricity Board of the States of Malaya (Lembaga Letrik Negara Tanah Melayu).
To date, TNB remains a major player in electricity generation which form a significant part of the Group's
diversified range of business activities.
Currently, the TNB Group has a complete power supply system, including the National Grid which is energised at
132, 275 and 500 kV, with its tallest electricity pylon in Malaysia and Southeast Asia being the Kerinchi Pylon located near Menara Telekom, Kerinchi, Kuala Lumpur. The National Grid is linked via 132 kV HVAC and 300 kV
HVDC interconnection to Thailand and 230 kV cables to Singapore. For the convenience of customers, Customer
Service Centres, Call Management Centres and administrative offices throughout the Peninsular Malaysia and
Sabah. A 5-digit common toll-free number (1-5454) facilitates fault reporting and service requests to the CMCs.
TNB, through its subsidiaries, is also involved in the manufacturing of transformer, high voltage switchgears
and cables the provider of professional consultancy services, architectural, civil and electrical engineering
works and services, repair and maintenance services and fuel undertakes research and development, property
development, and project management services. TNB also offers higher education through its university —
University Tenaga Nasional (Uniten).
